The Global Internet Forum to Counter Terrorism is essentially a database that internet companies created to consolidate “terrorist content” for easier content moderation. While that may sound good in the abstract, it has posed real challenges to freedom of expression – what is terrorist content? Who decides that? What about reporters sharing such content to educate, as opposed to organized attempts to incite violence against civilians? The Clinic will explore some key questions about the role of GIFCT and how it may be utilized consistent with human rights standards.
